Victoria Police have put out a renewed appeal for information into the disappearance of Emma Fillipoff, who was last seen exactly 12 years ago.
Fillipoff was 26 years old when she was last seen by a police officer outside the Fairmont Empress Hotel on Nov. 28, 2012, after VicPD received a report of a woman acting “oddly” in the area.
“Officers located Emma Fillipoff and spoke with her at length. After ensuring her well-being, Emma continued on her way,” said VicPD on the 10th anniversary of her disappearance.
“Emma was reported missing a few hours later. She has not been heard from or seen since.”
Now, on the 12th anniversary of Fillipoff’s disappearance, VicPD says its major crimes unit is still investigating the case and following up on tips when it receives them.
Police are also still trying to identify a person of interest who was spotted in Gastown, B.C., on May 27, 2014 claiming to be Fillipoff’s boyfriend.
“Advocates and Emma Fillipoff’s family enlisted the expertise of a forensic artist and worked to create an age-progressed composite of the individual known as the ‘Green Shirt Guy,’” said VicPD in a social media post Thursday.
“This effort, based on decade-old CCTV footage, aims to generate new leads in Emma’s disappearance,” police said.
The man is described as being 6 feet tall with a prominent scar in his hairline and walked with a limp, with his left knee turned inwards.
In November 2022, in the days leading up to the 10th anniversary of Fillipoff’s disappearance, VicPD released a forensic sketch of what Fillipoff may look like a decade after she went missing.

Anyone with information on Fillipoff’s whereabouts, or on the identity of “Green Shirt Guy,” is asked to call Victoria Police at 250-995-7654 ext. 1.
“All it could take is one person to help bring Emma home,” said VicPD on Thursday.
